If anyone out there has received those unsolicited seed shipments, here are the links to directions for what to do with them and where to mail them. These directions come from Dr. Bhatkar, TDA.
USDA proposed the information at the links below for managing the issue of nationwide unsolicited seed shipments states are concerned about:

The shipments can be directly mailed to the USDA’s offices.
